There really is no limit to the number of ideas that can be generated by these two little questions. The main problem with fantasy story ideas is, knowing when to stop. Let’s take a look at “Why does rain fall down?” and “What if it didn’t?”

If the rain does not come from the sky and it came up instead you would have to think about why exactly that is. Is it because clouds formed on the ground instead? Is it because some catastrophe happened to the planet and caused this abnormality?

Perhaps if it didn’t come up from the ground solar flares in the atmosphere would destroy everything. If you wanted to go with the story that rain comes up because of some catastrophe, you could then ask: What if the catastrophe hadn’t happened? Would life on the planet still be the same?

When you keep asking “Why?” and “What if?” you will find that your story can keep growing. However, at some point you’re going to have to stop asking the questions and just write the story so you can begin a new one.
